Talks are underway for the establishment of a multibillion-peso, Japanese-funded solid waste power plant in Isabela amid the mounting waste disposal problem in the province. The project, according to the provincial environment and natural resources office (PENRO), could generate additional power through the waste-to-energy process for the province, which partly hosts the Magat Dam hydroelectric power project.

Senator Edgardo J. Angara called for the swift passage of a bill creating a Department of Information and Communications Technology (DICT) to meet global broadband targets set by the Broadband Commission on Digital Development of the United Nations. Angara, Chair of the Senate Committee on Science and Technology, noted that the Broadband Commission has recently agreed on a set of four new “ambitious but achievable” targets that both developed and developing countries should attain by 2015.

Senator Edgardo J. Angara said that the Philippines must focus on innovation and R&D to turn short-term portfolio inflows into long-term investments that stimulate job generation and sustainable growth. Angara, Chair of the Senate Committee on Science and Technology, made the statement in response to the International Monetary Fund's call to Asian countries to do something about hot money.

Senator Edgardo J. Angara called on the private sector to form partnerships with top national universities on research and development (R&D) projects that would improve the country’s capacity for innovation. According to a joint study conducted by the International Intellectual Property Institute, the US Patent and Trademark Office and IPO Philippines, annual research publications in the country increased by 250 percent between 2000 and 2010.

MANILA, Philippines — A Filipino inventor and alternative energy visionary is readying the presentation of his invention in the United States in December this year. Ismael Aviso, 54, an entrepreneur and resident of Navotas City, said his American business partners are bringing him over to the United States in early December to demonstrate his “power-multiplying electronics technologies” before potential investors.
